About the Speaker...
Vic served in the Hertfordshire Constabulary for 30 years and retired in 1994 having reached the rank of Chief Inspector. He served in both uniform and C.I.D. For about fifteen years (in total) he was engaged at various times in a training role. He started teaching law and procedure and at one time was attached to the Home Office as an instructor at a District Training Centre in Oxfordshire training recruits. He progressed to the teaching of skills connected with Human Behaviour.
For many years he was a member of the Chartered Institute of Personnel and Development, and has specialist training in Race Relations and Equal Opportunities. He acted as advisor to the Chief Constable in matters connected with the latter.
He has an Open University degree grounded in Philosophy.
He was put in charge of Inspector Training and during the latter part of his service he was teaching interviewing and interrogation techniques.
